Cecil will be missed by all who knew him. His sense of humor was a perfect match with Gayle’s. Thinking of them always brings a smile to your heart. Rest in peace friend.

I served as state Director of Revenue for 12 years and before then for many years in revenue capacities at the city of Chicago, so I know of what I speak: Cecil was a giant at the Department of Revenue. He had deep knowledge of revenue matters, great integrity, and was respected by local officials across the state who relied on his judgment. He also was a wonderful person, whose friendship I valued. My condolences to Andrew (who I know he was very proud of) and the other members of his family. Brian
